[The Epoch Times] Senior CCP Official Threatens Falun Gong Practitioners in Finland

THE ACTIONS OF THE FORMER HONG KONG CHIEF EXECUTIVE HAVE SPURRED CONCERN FROM HUMAN RIGHTS ADVOCATES.

“That a senior Chinese official would personally confront peaceful meditators in a European democracy highlights how high a priority suppressing Falun Gong remains for Beijing,” he said in a statement, noting that several of Leung’s comments “also illustrate how deceived by CCP propaganda Chinese officials are themselves.”

Former Hong Kong leader Leung Chun-ying threatened a group of Falun Gong practitioners in Finland as they collected signatures to oppose ongoing human rights abuses in China, heightening concern from the persecuted spiritual group that its members are still at risk even after escaping the country.

“Once we have your names, we can immediately look you up once we are back, one by one,” Leung said in a recording reviewed by The Epoch Times.

The incident took place on Aug. 13 in Helsinki’s Sibelius Park, a popular tourist attraction. A Falun Gong information booth there has drawn thousands of people in the past few months.

Leung, Hong Kong’s chief executive from 2012 to 2017, is now vice chairman of China’s top political advisory body, the Chinese People’s Political Consultative Conference. Leung presides over a powerful apparatus tasked with influence and intelligence operations abroad to advance Beijing’s agenda inside and outside of China.

On Aug. 13, the information booth featured two blue banners calling attention to the persecution of Falun Gong in China. In front of the booth, a man and a woman were demonstrating meditative exercises. Next to them was a table covered with a blue cloth. Several other practitioners were talking with passersby and inviting them to sign petitions to end torture and forced organ harvesting in China.

Leung walked up to the booth with his wife, Regina Leung Tong Ching-yee, and two other men.

One Falun Gong practitioner, who asked for anonymity over safety concerns, said he greeted Leung by saying, “Welcome to Helsinki.”

Leung proceeded to accost them with questions and dismissed the persecution as nonexistent, according to the practitioners and recordings shared with The Epoch Times.

The couple brought out their phones to film people’s faces, an act that the practitioners found intimidating. Some fled China not long ago or still have relatives in country. With its advanced facial recognition technology and comprehensive police database, the communist regime can use photos and videos to trace dissidents and harass their family members, something common for Chinese dissidents.

Falun Gong is a spiritual discipline and meditation practice with moral teachings based on the principles of truthfulness, compassion, and tolerance. Since 1999, the Chinese Communist Party (CCP) has engaged in a nationwide campaign to eliminate the spiritual practice by any means necessary, including via arbitrary arrest, torture, forced labor, and brainwashing, tactics that have been well-documented by human rights groups and the U.S. State Department.

Multiple Falun Gong practitioners present during the Aug. 13 encounter had escaped China after enduring years of harassment, surveillance, and other forms of abuse.

The man who welcomed Leung was one of them. For refusing to give up his belief, he lost his job and was forced to go into hiding for eight years. Police officers intimidated his family only months ago following another harassment incident at the park.

“That a senior Chinese official would personally confront peaceful meditators in a European democracy highlights how high a priority suppressing Falun Gong remains for Beijing,” he said in a statement, noting that several of Leung’s comments “also illustrate how deceived by CCP propaganda Chinese officials are themselves.”

The practitioners reported the incident to the police, who arrived shortly after Leung and his wife departed. The officers assured the practitioners that their booth is protected under Finnish law and said they would monitor the area to mitigate any interference.

The practitioner who initially greeted Leung said he did not expect what followed.

“He said he could ‘look us up,’“ he told The Epoch Times. ”What’s the purpose of that?”

He said there have been two other instances in the past year in which Beijing supporters have intimidated them or tried to sabotage the site.

In September 2024, two men pulled down banners at the booth and warned two people present that they must “behave” if they want to be safe in Finland.

In January, two different men insulted the same practitioner for his faith and tried to grab his phone.

“We’ve already reported this to the Chinese Embassy,” one of the men said, in a recording shared with The Epoch Times.

The confrontation on Aug. 13 was the latest reminder of Beijing’s relentless suppression, the practitioner said.

“We are outside of China, but it doesn’t feel all that safe,” he said. “The Chinese Communist Party is still trying to persecute us.”

Browde said he is worried about the depth of Chinese influence over other countries, pointing to recent incidents in which Falun Gong practitioners in Serbia and Russiawere detained and prosecuted before visits to those countries by Chinese leader Xi Jinping. In July, Russia sentenced one woman detained since 2024 to four years in prison.

“As the Chinese regime intensifies its global campaigns of intimidation and coercion, it’s vital that democracies take action to protect vulnerable communities like Falun Gong and Finnish citizens practicing this faith,” Browde said. He urged Finnish authorities to publicly condemn Leung’s behavior and investigate Chinese surveillance and harassment of the spiritual group in the country.

Tactics include lawfare, bomb threats, smear campaigns, impersonation attempts, and bribing U.S. officials. The Department of Justice sentenced a Chinese agent for trying to bribe an IRS agent to target practitioners of the Falun Gong spiritual discipline.

So what’s going on exactly? And why would this be a priority for the Chinese regime?

[NTD.com] Amid Closer Ties With China, Russia Raids Homes of Falun Gong Practitioners

“It’s appalling that Russian authorities would arrest Falun Gong practitioners simply because they seek to meditate, study Falun Gong teachings, and adopt its principles—truthfulness, compassion, tolerance—into their daily lives,” said Levi Browde, executive director of the Falun Dafa Information Center.

“We implore Russian authorities to resist any behind-the-scenes pressure from the Chinese Communist Party and protect their own citizens’ rights and freedoms.

Russian authorities on May 3 raided the homes of five practitioners of the Falun Gong spiritual discipline, under a controversial law that includes “carrying out the activities of an undesirable organization.”

The home searches conducted by Moscow police are the latest escalation in a campaign against the spiritual group, which has included the banning of books, confiscation of literature, harassment, and interrogations.

The May 3 raids were highly publicized by Russian authorities and state-owned outlets. In describing Falun Gong, Russian media outlets regurgitated extreme, decades-old Chinese Communist Party disinformation about the peaceful practice.

Falun Gong is a traditional Chinese meditation practice rooted in the principles of truthfulness, compassion, and forbearance. It is practiced in countries around the world but in China, where an estimated 70 to 100 million practiced Falun Gong by 1999, the year the Chinese regime began a brutal persecution campaign involving forced labor, psychiatric abuse, and forced organ harvesting.

China and Russia reached a “no limits” partnership in February 2022 and since then the two countries have made a series of agreements to further their “strategic cooperation.” Chinese companies have been providing support for Russia to sustain its war in Ukraine. Russia’s President Vladimir Putin plans to visit China this month, marking his first trip abroad since securing reelection in March.

The Kremlin’s increasing reliance on China appears to be fostering intensifying pressure on Falun Gong.

“The practitioners operated legally using a registered organization,” a Moscow-based Falun Dafa practitioner, who requested anonymity for safety reasons, told The Epoch Times.

The controversial criminal law used as a basis for the raids—”carrying out the activities of an undesirable organization”—passed in 2015 and has been used by Russian authorities to target more than 100 organizations, as well as journalists and human rights activists.

The law carries a penalty of up to six years in prison.

“It’s appalling that Russian authorities would arrest Falun Gong practitioners simply because they seek to meditate, study Falun Gong teachings, and adopt its principles—truthfulness, compassion, tolerance—into their daily lives,” said Levi Browde, executive director of the Falun Dafa Information Center.

“Today, Falun Gong is freely practiced in more than 100 countries around the world, where it is welcomed and often celebrated. Only communist China has sought to demonize and persecute Falun Gong practitioners.”

Highly Publicized Raid

Videos posted of the raid by Moscow police on its official Telegram account show police kicking open an apartment door and tackling a young man to the ground near his bedroom door. One officer knelt on the man’s back.

“Hands behind your back,” a police officer said. “What, you didn’t understand the first time?”

The Epoch Times learned from people familiar with the matter that the man is the brother of a Falun Gong practitioner.

In another video, an officer demanded an answer for a delay in opening the door.

“Because I needed to dress,” a woman answered.

A video showed a man with two children by his bedside explaining to officers that they didn’t do anything wrong or illegal.

“We just do the exercises, that’s it,” he told the police.

The authorities seized materials such as books and introductory brochures to the practice as evidence. The Epoch Times learned from the Moscow-based source that four practitioners were detained and held for questioning.

Mr. Browde urged the United States and other democratic governments to “call for the immediate release of these wrongfully detained practitioners.”

Increased Repression

Over the years, Falun Gong adherents in Russia have faced some pressure from authorities. Falun Gong’s main book, Zhuan Falun, was banned in the country in 2011, a move that the European Parliament censured. Falun Gong practitioners in Russia who had attained U.N. refugee status were forcibly repatriated to China, for example, the 2017 case of Ma Hui and her 8-year-old daughter, Ma Jing.

The European Court of Human Rights in 2023 ruled that the Russian ban on Falun Gong materials is illegal.

In November 2023, police and Russia’s anti-extremism unit, which has faced accusations of prosecuting opposition groups and civic activists, searched the homes of Falun Gong adherents in several regions, including Moscow, St. Petersburg, Irkutsk, and the Irkutsk region.

The U.S. State Department, in its latest human rights report, said Russia has “misused antiterrorism and antiextremism laws, as well as other measures” to target a regional branch of Falun Gong and seven Falun Gong-associated nonprofits “without any credible evidence of violent actions or intentions.

“These designations effectively banned the worship and activities of these groups, and members were subject to prolonged imprisonment, harsh detention conditions, house arrest and house raids, discrimination, harassment, and criminal investigation for participating in the activities of a banned organization,” the report states.

A new study from the Falun Dafa Information Center, a human rights organization, has detailed how The New York Times repeated CCP talking points, distorted news, and helped cover up the large-scale persecution against Falun Gong, also known as Falun Dafa, in China. Even in its response to the report, The New York Times framed the murder of Falun Gong practitioners for their organs as “forced organ donations.”

[Minghui.org] FBI Arrests CCP Agents Who Targeted Falun Gong Practitioners on US Soil

“The actions these individuals are charged with are just the tip of the iceberg. For the past 23 years, Falun Gong practitioners in the United States have been targeted with death threats, physical assaults, home break-ins, online harassment, interference on university campuses, obstruction to business and livelihood, as well as intimidation of relatives in China, all at the behest of the Chinese Communist Party.”

(Minghui.org) During a press conference on April 17, 2023, the United States Department of Justice announced the FBI arrested two Chinese Communist Party (CCP) special agents. The two New York men were accused of tracking and repressing practitioners of Falun Gong, a meditative spiritual practice currently persecuted in China, and other dissidents in the US. 

David Newman, the Principal Deputy Assistant Attorney General for National Security at the Department of Justice, announced the arrest of two CCP special agents on April 17, 2023 

According to the complaint filed by US District Court in Eastern District of New York, “Harry” Lu Jianwang, 61, of the Bronx, and Chen Jinping, 59, of Manhattan, operated a secret overseas police station, located in lower Manhattan, New York, on behalf of the Fuzhou branch of the Ministry of Public Security (MPS) of the People’s Republic of China (PRC). 

This secret police station was established in February 2022 for the purpose of tracking and silencing Falun Gong practitioners and Chinese dissidents in the US. 

Breon Peace, United States Attorney for the Eastern District of New York, said at the press conference that Lu and Chen were arrested earlier that morning from their New York homes. They were charged with conspiring to act as agents of the PRC government, and they worked together to establish the first overseas police station in the United States on behalf of the Fuzhou branch of the MPS.

“The defendants’ actions under the direction of the Chinese government are flagrant violations of American sovereignty,” said Peace. “Thanks to our investigation and the arrests today with FBI, the defendants will be held accountable, and the MPS will also notice that we will not tolerate similar threats to our national sovereignty.”

The complaint states that, “LU was also asked to publish materials in newspapers against the Falun Gong,” and that CHEN has been “assisting with the collection of personal information and passing this information to PRC government officials.” It also described how the agents paid people to target Falun Gong activities, and publish information online to slander Falun Gong. 

According to the complaint, the two agents began to assist the CCP since in or about 2015, “LU has assisted the PRC government by participating in counter-protests in Washington, D.C., against members of [Falun Gong] that is forbidden under PRC law and helping locate persons of interest to the PRC government.”

The complaint further stated, “LU admitted to the FBI during an interview…that, in 2015 during PRC President Xi Jinping’s visit to the United States, LU and other leaders of local Chinese associations each sent 15 members to participate in counter-protests in Washington, D.C., against public demonstrations against President Xi by members of the Falun Gong religion.

“LU further admitted to the FBI that he received a plaque from the MPS celebrating work performed by local Chinese association leaders like himself as part of the advanced security team for President Xi’s entourage, in ensuring that members of the Falun Gong religion did not disturb President Xi’s visit. A member of President Xi’s entourage whose visa documentation reflected he was then “Deputy Director” of the MPS (“MPS Official-2″ presented a plaque to LU in a ceremony.”

Levi Browde, executive director of the Falun Dafa Information Center, said, “It’s significant and encouraging to see such serious legal action being taken against Chinese officials engaging in transnational repression on U.S. soil, including against Falun Gong practitioners. The actions these individuals are charged with are just the tip of the iceberg. For the past 23 years, Falun Gong practitioners in the United States have been targeted with death threats, physical assaults, home break-ins, online harassment, interference on university campuses, obstruction to business and livelihood, as well as intimidation of relatives in China, all at the behest of the Chinese Communist Party.” 

The complaint recorded Lu’s involvement with the MPS’s agenda of transnational repression, specifically targeting Falun Gong practitioners and communities in New York City and Washington, D.C. under orders from “the former Director of the MPS ‘610’ directorate which handled Falun Gong matters (“MPS Official-3”).” 

Chinese authorities ordered Lu, Chen, and a third unnamed conspirator to locate Chinese nationals in the U.S. wanted by the MPS. Lu was also directed to “publish materials in newspapers against the Falun Gong” community, while Chen worked with the Chinese government to monitor Falun Gong practitioners. The MPS Official-3 behind them is likely Fu Zhenghua or Huang Ming, who were the directors of the 610 Office between the start of Lu’s activities in 2015 and restructuring of the extralegal agency in 2018. 

The complaint against the pair explained that: “According to the U.S. Department of State’s 2021 Report on International Religious Freedom, ‘the [Chinese Communist Party] maintains an extralegal, party-run security apparatus to eliminate the Falun Gong movement,’ using methods ranging from harassment to imprisonment.” 

“The CCP’s transnational repression against Falun Gong and other victims of persecution is a long-term problem,” said Browde. “We look forward to seeing even more actions by the US government against those who have attacked or spied on Falun Gong practitioners.” 

Background: What Is Falun Dafa and Why Is the CCP Persecuting It?

Falun Dafa (also known as Falun Gong) was first introduced to the public by Mr. Li Hongzhi in Changchun, China, in 1992. The spiritual discipline is now practiced in over 100 countries and regions worldwide. Millions of people who have embraced the teachings, which are based on the principles of Truthfulness, Compassion, and Forbearance, and have learned the five exercises, have experienced improved health and well-being.

Jiang Zemin, former head of the Chinese Communist Party (CCP), perceived the spiritual discipline’s growing popularity as a threat to the CCP’s atheistic ideology and on July 20, 1999, he issued an order to eradicate the practice.

Under Jiang’s personal direction, the CCP established the 610 Office, an extralegal security organization with the power to override the police and judicial systems and whose sole function is to carry out the persecution of Falun Dafa.

Minghui.org has confirmed the deaths of thousands of practitioners as a result of the persecution over the past 23 years. The actual number is believed to be much higher. Countless practitioners have been imprisoned and tortured for their faith.

There is concrete evidence that the CCP sanctions the harvesting of organs from detained practitioners, who are murdered to supply China’s organ transplant industry.
