Wang Lijun Suspected in Falun Gong Organ Harvest, Group Says

By Matthew Robertson
Epoch Times Staff

Dr. Tsuwei Huang of the Falun Dafa Association in Washington, D.C., asks the U.S. government on Feb. 13 to release information about forced organ harvesting, reportedly received from Wang Lijun. (The Epoch Times)
Wang Lijun, the former police chief and deputy mayor of Chongqing, may have participated in or directed the harvesting of organs from Chinese prisoners of conscience, according to a new report by a Falun Gong-affiliated organization.

The World Organization to Investigate the persecution of Falun Gong (WOIPFG) in a report on Feb. 15, connects Wang Lijun to the harvesting of organs from prisoners—something reported earlier in The Epoch Times—and also links him to the persecution of Falun Gong. And it suggests that these two sets of activities of Wang’s likely converged.

Research and Execution

From May 2003 to June 2008 Wang Lijun was the chief and Party Secretary of the Public Security Bureau in Jinzhou City, and from 2004 onwards he was also the Vice-Mayor. He evidently spent some of his time engaged in non-official duties, however.

Wang was also the director of the “On-Site Psychology Research Center” (OSPRC) of the Public Security Bureau of Jinzhou, with which it shared a building.

The first report available on the Chinese Internet about this organization was from 2005, when the Liaoshen Evening News gave an in-depth presentation of the OSPRC in action. The Center had been charged with carrying out an execution of two criminals, which was witnessed by the reporter and a group of experts. The set-up was like a scientific research lab, according to the report.

The “research center,” according to that report (archived), became an execution site where researchers and experts were able to witness “the entire process of executing a death penalty criminal by injection method.’”

Data collected from these executions would “contribute greatly to the research on subjects like the dying process of the criminal, the physiological changes before and after the injection into a healthy person, the residual toxin in different organs after the injection of the toxin, psychological changes of a person facing death, organ transplant after the injection,” etc., according to WOIPFG’s translation of the Liaoshen Evening News article.

In 2006, when Wang received an award for his organ harvesting efforts, he described his “on-site research center” as “the transplant scene, the very spot of anatomization, the very spot of organ transplantation into the organ recipient,” according to an article published on the website of the Dragon Design Foundation. The award Wang was given was presented by the Guanghua Science and Technology Foundation, a non-profit with which the Dragon Design Foundation used to be affiliated, according to staff from the latter. When contacted by telephone, staff at neither organization could explain much more about the award, and only said that it had been discontinued.

WOIPFG claims that, according to its own investigation, Wang also supervised a project titled “Organ Transplantation from Donors Who Have Been Subjected to Drug Injection,” which involved several universities and a military hospital. A photograph is provided of a poster or marketing material, with OSPRC in the title and details about organ transplant from donors given an injection.

‘Still Alive’

In a previous interview with The Epoch Times David Matas, a Canadian human rights lawyer who co-authored a report on organ harvesting from Falun Gong prisoners, said that “It used to be that China would shoot for execution, then they shifted from shooting to using injections. In effect they’re not killing by injection, but paralyzing by injection, and taking the organs out while the body is still alive.”

Wang Lijun’s research may have played a role in precipitating this change. According to a vitae online, he was the project leader for the “Key Research Project of Trauma-Free Anatomy in the Asia-Pacific Region.” This project included researchers from the Institute of Forensic Medicine at University of Bern, Switzerland, Medical University of Graz, Austria, China Medical University, Jinzhou Medical University and the 205 Hospital of the People’s Liberation Army, according to WOIPFG.

Wang became head of the Chongqing Public Security Bureau after his political patron, Bo Xilai, was shunted there in 2008. According to an article in Global Times, an outlet affiliated with Communist Party mouthpiece People’s Daily, in December 2008 Chongqing began gradually eliminating execution by firing squad, and phasing in execution by injection.

“The whole point of drugging in this context is to keep the organ alive while it’s removed, so the organ would be healthier. If they weren’t going to do that they might as well shoot the person,” said David Matas in a previous telephone interview.

“The disadvantage medically is that the drug taints the organ to an extent, but the organ is kept alive. In China there has been a movement to kill by drugs because you get more organs out of that because there’s a longer time in which to harvest,” Matas said. “That’s what they’re talking about.”

Doing the Math

WOIPFG believes that these technical advances in organ harvesting were concurrently applied to the population of Falun Gong practitioners in Chinese labor camps and prisons.

WOIPFG points to the math: the large number of transplantation operations compared to the much smaller number of death penalty cases and the very few instances of organ donation.

David Kilgour a former crown attorney and Canadian Secretary of State (Asia/Pacific),and the international human rights lawyer David Matas, in their seminal study in 2006 and their 2009 book, “Bloody Harvest” cite Chinese official statements in concluding there were 60,000 transplants carried out between 2000 and 2005. They take the number of transplants done in the five-year period prior to the persecution of Falun Gong—18,500—as a baseline, assuming the organs in these operations came from executed criminals.

The difference in the number of transplantation operations done in the five years before and after the persecution—a total of roughly 41,500 transplants—most likely came from the Falun Gong population, according to Kilgour and Matas.

Wang referred to “thousands” of on-site transplants conducted at his “research center” in the city of Jinzhou when he received the Guanghua award, during what is thought to have been the height of organ harvesting activity.

Other circumstantial evidence that WOIPFG presents implicating Wang Lijun in the harvesting of organs from Falun Gong practitioners includes transcripts of phone calls made in 2006 to detention centers and courts in Jinzhou.

In the phone calls researchers posing as potential organ recipients or brokers ask leading questions about the availability of organs from Falun Gong practitioners. An operator at a People’s Court says “Now we have divided the tasks among us. Death cases… Falun Gong, our court also assigned their cases to the First Division of Criminal Law.”

WOIPFG also provides a transcript of an interview with a policeman who was a subordinate to Wang Lijun at Jinzhou. He said his job was to stand guard in military hospitals and other buildings where Falun Gong practitioners were tortured or had their organs removed; in his transcript he recounts witnessing the organ harvesting from a Falun Gong practitioner.

At one point, the transcript says, “Question: Did you torture them once in the interrogation process to extract information, or many times? Witness: Many times. At that time, Wang Lijun, nowadays the chief of the Chongqing Public Security Bureau, ordered that we ‘must eradicate them all.’”

Falun Gong, Humanity's Last Stand

Part II: History Ignored

Huang Ying holds a picture of her mom, Ms. Luo Zhixiang. When Ying was just two years old, her mom was tortured to death because of her belief in Falun Gong.

As the epic struggle has unfolded in China, the free world has largely stayed on the sidelines watching, or even looking the other way. No government has yet formally denounced such large-scale violations of human rights. On the contrary, in the last seven years, Western countries have coveted economic favors from the Chinese regime, and in return given tacit approval by awarding China the 2008 Olympics and WTO membership. The only times the Chinese regime has received real international pressure have been when economic conflicts were heightened and when a situation in China, such as the SARS epidemic, threatened the world.

Mainly because of these economic interests, the CCP's persecution of Falun Gong has been treated as an inconvenient and untimely distraction, sidestepped or downplayed, and Falun Gong practitioners' appeals for help have often been ignored, misunderstood, or even mistrusted. Two common questions bear this out.

One is "Why didn't we know about it?" That question was asked when Falun Gong practitioners around the world publicized how 18 female practitioners had been stripped naked and thrown into the cells of male criminals. That question was asked when Falun Gong practitioners around the world publicized horrifying pictures showing how seven hours of electric shocks had disfigured Ms. Gao Rongrong's face. That question was asked when Falun Gong practitioners around the world publicized the systematic extraction of vital organs from living Falun Gong practitioners. There is no lack of information. For seven years, Falun Gong practitioners in China have taken great risks to collect and send abroad, on a daily basis, detailed information on the extensive and severe human rights violations that have been going on in China. Institutions that influence public opinion, including governments and media, have paid little attention to the atrocities, leaving the public largely uninformed.

Another frequently asked question is "Why does the Chinese government persecute Falun Gong?" To justify its persecution, the Chinese regime has spread many lies. It is therefore not surprising that, in the beginning, world governments and media were influenced by the CCP's propaganda. What is surprising is that, after seven years, there is still no independent in-depth study of this serious issue. Several so-called China experts have further rationalized the regime's persecution as a consequence of feeling threatened by the sudden appearance of Falun Gong's large following. It is hard to think of another recent major human rights crisis in which the aggressor's lies had such a lasting and pervasive influence. It is a combined result of the CCP's lies and the lack of genuine concern for the victims.

At the same time, the governments of the free world have been reluctant to listen to Falun Gong practitioners' side of the story. Some governments, including those of Germany and Canada, do not even believe the severity of the persecution, and have forcibly returned Falun Gong practitioners back into the waiting hands of the Chinese regime. Some countries, including Germany, France, Singapore, Australia, Canada, Mexico, and Russia, have caved in to the Chinese regime's pressure to curb Falun Gong practitioners' protests..., and some have even arrested Falun Gong practitioners for staging such protests.

Because of the misunderstanding, or the lack of desire to understand, the free world remains unaware of the deep awakening of people's consciences in China. The acquiescence, financial investment, and technologies from the West have in effect played the role of working against these changes and have helped bolster the regime and its repression. Some Western companies, such as Cisco and Yahoo, have directly assisted the regime in oppressing the Chinese people.

Because of the mistrust, when two witnesses, who are not Falun Gong practitioners, disclosed the systematic extraction of vital organs from live Falun Gong practitioners in a hospital in China, no government expressed any genuine concern. The US State Department went as far as mischaracterizing the disclosure as "claims by the Falun Gong group" and declared "no evidence had been found" after Chinese officials organized two guided tours of the hospital.

The free world's persistent silence towards such severe and extensive human rights violations is also unprecedented. When this page of history is turned, future generations will ponder how the democratic governments could cast aside the most fundamental values of the free world to seek economic favors from a despotic regime, and how the bottom line of humanity had slid so far that even the use of human organs as a commodity was not enough to cause these governments to make a sound.

The epic struggle of peace vs. violence, truth vs. lies, and conscience vs. evil is still ongoing, and history is still being written. Those who are living the history now still have the opportunity to learn about the epic struggle and choose for themselves which side of history they want to be on.

What Gives Gao Zhisheng the Strength to Press On

An open letter by Gao’s wife, Geng He
By Geng He

Geng He, wife of disappeared Chinese human rights lawyer Gao Zhisheng, seen at a rally in Washington, D.C. on Feb. 14. (Shar Adams/The Epoch Times)
At a hearing of the Congressional-Executive Commission on China on Feb. 14, Congressman Chris Smith (R-N.J.) asked Geng He, the wife of detained Chinese human rights lawyer Gao Zhisheng, “How can Gao Zhisheng suffer so much pain and not give up? What kind of forces have carried him forward?” After spending a sleepless night thinking about Rep. Smith’s questions, Geng He penned an open letter, which is published here:

On the afternoon of Feb. 14, during the visit by the Chinese Regime’s Vice-Chairman Xi Jinping to the United States, the Congressional-Executive Commission on China (CECC) held a hearing for me and Guo Quan’s wife, Li Jing. During the meeting, Congressman Christopher Smith asked me, “How can Gao Zhisheng suffer so much pain and not give up? What kind of forces have carried him forward?”

I married Gao Zhisheng nearly twenty years ago, but I never really thought about this question. I know he is a good man, and he is doing the right thing. All of this is perfectly justified in my opinion, with no need for a reason.

In China, however, these right and proper things have become terrifying things that everyone avoids. Why did Gao Zhisheng do what is right when he knew he would have to pay such a huge price? What kind of power influenced him, supported him, and made him a brave human rights lawyer with the courage to sacrifice himself?

The night after the hearing I could hardly sleep, thinking about Congressman Smith’s question and thinking about Gao’s entire life. These memories helped me piece together a complete answer.
I think there are three forces that supported Gao.

The first force is his mother. Gao wrote a thorough and extensive description of his great mother in his article “My Plain Folks Mother.”

When Gao Zhisheng was 10 years old, his father passed away due to illness. When his father died, the family had nothing, just a pile of debts and seven kids. To make the issue worse, the only adult kid of the family, Gao’s big brother, became sick. His illness was due to selling too much blood to pay for his father’s treatments.

His brother was rushed to the hospital, making the already debt-ridden family even poorer. In such extreme poverty and tragic circumstances, Gao Zisheng’s great mother, 38-year-old Li Guilian said only one sentence, “We must live on.”

She started to carry on the entire family’s work by herself, working 20 plus hours a day—working in the farm before sunrise, then doing laundry and cooking for the kids after returning from the fields. After the kids slept, his mother would weave yarn into fabric, make clothing for the kids, and repair shoes.

Every piece of the kids’ clothing was filled with their mother’s untiring labor; each was made from scratch. Each meal and each piece of clothing required a huge amount of labor by their mother. One year of such suffering and their mother became skin and bones.

However, one year after their father’s death, she told the kids who had stopped going to school to start again, to take turns going to school. Their mother’s decision was like a fairy tale to these kids, who worried about their mother. The second oldest refused to go to school, but ended up going when mother insisted.

With their mother’s help, all the kids finished middle school after a few years. Their mother’s decision changed these kids’ lives.

Gao is the smartest of the kids, and required the most effort from his mother. He studied by himself through elementary school. The thought of the tremendous suffering his mother took on when he attended middle school still brings tears to his eyes.

Gao Zhisheng had to walk 3 miles to go to middle school, and his mother had to wake up very early to prepare breakfast and lunch for him. There was not a single alarm clock in the village, so his mother had to wake up many times during the night, looking at the stars to figure out when she and little Zhisheng needed to get up. During a rainy night, his mother would not sleep at all trying to figure out when little Zhisheng needed to get up.

During three years of middle school, Gao Zhisheng was never late to school, he studied very diligently to repay his mother, and graduated in the top three of his class.

Despite carrying such a heavy burden, his mother, who was a Buddhist, never stopped performing kind acts to help the poor—she always tried to do all she could to help the poor. She frequently brought beggars to their home, gave them food, and then let them stay to avoid the rain. Especially during the winter, Gao’s home would have10 plus poor people staying at one time.

There were two particular instances of his mother helping the poor that Gao Zhisheng still remembers clearly. During a very windy and cold winter night, someone told Gao’s mother that a group of poor beggars went into a broken and abandoned cave to stay the night. Gao’s mother immediately got up and took the kids with her to the abandoned cave.

Gao saw that the cave entrance was sealed with straw and hay. Gao’s mother removed some of the hay, and Gao saw eight people, male and female of various ages, all cuddled together. All were shocked, looking at Gao’s mother. Gao’s mother invited them back to the house to avoid the cold.

Those poor people didn’t say anything, looked at Gao’s mother, then looked among themselves, and finally followed Gao’s mother to the home. Gao’s mother served them hot food. That night, the floor of their home was filled with poor people.

Another time, during the summer, the food in the family’s farm had not matured yet, so their family relied on borrowing food from others. One day, a beggar mother and son came to Gao’s home. Gao’s mother told them to sit down, then she went into the family farm and broke off a few corn cobs that were not mature yet, and gave them to the mother and son.

Later, Gao’s brothers and sisters all started working. Especially after Gao became a lawyer, his mother’s economic situation improved significantly. From that time on, she was able to help more poor people. The number of “poor relatives” she took in grew larger and larger.

Gao’s fourth brother told him that their mother took in all the poor people from the nearby village as her relatives. These “relatives” always come to their home for dinner during holidays. She also paid school fees for some poor kids who lost their fathers. Gao didn’t know about this until these poor kids came to his mother’s funeral.

A memory that particularly stuck with Gao happened during the Chinese New Year before her mother passed away.

One day, after the family had finished cleaning up after dinner, one father brought two kids to their doorstep to beg for food. Gao’s elder sister was going to turn them away, but their sick mother, who was in bed, struggled to open her eyes and ordered the elder sister, “Runrun (his elder sister’s nickname), please treat them to dinner.”

When that family was eating dinner, Gao’s mother repeatedly asked Gao and his siblings to ensure that the father and two kids eat their fill, while enduring pain from her sickness. When she heard the two kids coughing non-stop, she asked Gao to give them money to see a doctor.

After the father and his sons finished eating, Gao Zhisheng asked his sister to sanitize the utensils with hot water. Gao’s mother opened her eyes in great pain and criticized Gao, “You have changed. Now, in your eyes they’re poor people and are different from you. It is because you think they are different from you that you think this way.”

His mother’s deep compassion was unforgettable to Gao and had an profound impact on him. He wrote, “I had often been moved to tears by my mother’s acts of compassion from her belief in Buddhism. Twenty years have passed, and I have become the famous lawyer who represents the underprivileged. Oftentimes, my colleagues would bring to my office people who are on crutches, in wheelchairs, or can’t afford to pay for the lawsuits, and scenes of my mother helping poor people would arise in my mind.”

Gao’s mother’s last words to her children were, “Don’t ask the poor people from the village to pay back the money they borrowed from me. You must continue to help those poor kids with their schooling until they graduate.”

On Mar. 6, 2005, Gao’s mother passed away with a smile on her face. She left behind seven children, 14 grandchildren, two great-grandchildren, and countless crying poor “relatives.”

A few days after his mother’s death, Gao wrote with tears “My Plain Folks Mother” in front of his mother’s coffin. At the end of the article he wrote, “My mother was heroic. I often say this with confidence. Mother was an ordinary person, but this didn’t prevent her from having a great character. Her great character was reflected constantly in the small acts of her daily life.

“Most of her life was lived in adversity, but she never stopped helping others who were also in difficult situations. Despite her economic situation, she continued to help others. (When I wrote these words, I was in tears).

“Her big heart and great character have a lasting impact on all of us. She was poor most of her life, but she gave us countless spiritual wealth. Her life is a book, although she doesn’t know how to read.

“Remembering her great character has been painful yet blissful to me. Even a hundred articles is not enough gather up my memory of my ordinary mother. But regardless, I have to write something to express how much I miss my great mother.”

The second force that supports Gao comes from his faith in humanity. He said in his article “Who Can Overcome Human Nature”: “It’s the most stupid thing to declare war on faith, because this is declaring war on humanity. Ever since man’s history, there was no force that can overcome humanity, and there won’t be in the future. [The Chinese Communist Party] has made a foolish choice to declare war on Christianity and Falun Gong. Humanity has never been overcome by any powerful force.”

The third strength that supports Gao comes from his religion. Gao wrote in his article “Voice from My Heart”: “Outside friends might think my family is miserable. In fact, my wife, Geng He, is most bitter. I am an optimist and believe in God. Although I was tortured nearly to death, it was only physical pain. A heart filled with God is full, and leaves no space for accepting pain.”

The torture Gao endured can’t be described by words. Every time when I think of him living in the darkness of hell, my grief, worry, and anxiety makes me not myself. But I believe, as long as Gao is alive, he’ll keep his strength by believing in God; he’ll keep his inner light and hope.

In the past, Gao Zhisheng provided legal help to countless people. Today, he needs help. He needs help from international society. I came to Washington DC this time to call for more help for my husband from international society. I hope the international society knows what a decent person Gao Zhisheng is, and he is in prison for upholding justice, and is subjected to brutal torture.

I sincerely thank Mr. Smith for his questions. It made me better understand my husband and thus step deeper into his inner world. I hope more people will get to know him better, help him to gain freedom as soon as possible, and help him soon reunite with us.

Wang Lijun's Case out of Control, CCP Officials Looking for A Way Out (W/ English Sub)

Wang Lijun's Case out of Control, CCP Officials Looking for A Way Out

Wang Lijun' flee to Chengdu's U.S. Consulate led the CCP
(Chinese Communist Party) into an unprecedented crisis.
Furthermore, the documents Wang gave to the Consulate
made CCP feel helpless, despite its skills to block the truth.
Now CCP officials are said to be worried about Wang case'
impact and start to look for a way out, in case CCP collapses.

An anonymous Chinese source told Epoch Times the news,
that Wang Lijun submitted 6 packages to the U.S. Consulate.
They include Bo Xilai's family corruption evidences and plan
of Bo Xilai and Zhou Yongkang to overthrow Xi Jinping,
which plan got the support of Jiang Zemin, ex-leader of CCP.

The documents stated that Bo Xilai was promoting
the so-called "Chongqing Model” to the whole country.
Bo worked actively against the Hu-Wen faction,
the private entrepreneurs, dissidents, and spiritual groups.
He had as well plans to launch
another "cultural revolution."

Wang Lijun also had evidences that Bo Xilai ordered and
oversaw live organ harvesting on Falun Gong practitioners.
There're also some documents issued by the political & legal
system on the suppression of Falun Gong and dissidents.

Earlier, the U.S.'Washington Free Beacon website published
an article on the issue, authored by the senior editor Bill Gertz.
The article said that CCP asked the U.S. government
to return the documents that Wang Lijun submitted.
This action indirectly confirms
how important those documents are to the CCP.

Lan Shu, a commentator of Sound of Hope (SOH) radio,
shared some thoughts on the issue.

Lan thinks, Wang's submission of documents to U.S. made
CCP's efforts fail completely, thus CCP is in despair now.

Lan Shu: "CCP doesn't know what Wang Lijun had submitted
to the U.S. Consulate and Wang will not tell Beijing this either.
Wang may tell them some of it, but what's in most
of the documents he will not mention.

In this case, the initiative'power isn't in Beijing's hand."

Recently, the most impacted person Bo Xilai appeared often
in media as CCP Chongqing secretary, causing conjectures.

Dr Li Tianxiao from the U.S. Columbia University
published an article on the issue.
Dr Li points out that CCP is very clear on the consequences
of those documents being made public.
There would be sanctions from the international community,
and a mass protests inside China, leading to CCP's collapse.
That's a key reason why CCP hesitates to deal with Bo Xilai,
and can't reach to an agreement internally for so long.

On the other hand, CCP officials started to plan
for the future, in the worst case scenario.
They leaked news to international websites as to check
if the international community will accept their asylum.
This is indicative that they are looking
for a way out for themselves.

Jiang Zemin, Zhou Yongkang and Bo Xilai are sued in many
countries for their persecution of Falun Gong practitioners.
And their asylum applications can't be accepted
by those countries.

Wang Zhiyuan, Head of "World Organization to Investigate
the Persecution of Falun Gong" (WOIPFG) discusses the issue.
Wang points out that Wang Lijun and Bo Xilai are suspected
of organ harvesting from live Falun Gong practitioners.
Facing CCP's nearing collapse, for any official involved
in the persecution of Falun Gong there's only one way out.

Wang Zhiyuan: "Firstly, (the official) needs to stop
the persecution and to confess the crimes he committed.
Secondly, he needs to collect and report the criminal facts
of others and supply the related valid evidence to WOIPFG.
These will help him get amnesty and forgiveness
when he faces trial in the future."

Li Tianxiao also points out that for Hu Jintao and Wen Jiabao
the only way out is to deal urgently with Jiang Zemin 'faction.
To redeem themselves, Hu and Wen need to shatter Jiang's
criminal group and conform to the historical tide of CCP's disintegration.

The book "Nine Commentaries on the Communist Party"
initiated a tide of quitting CCP and its related organizations.
Currently, there are over 110 million people who have
announced online their quitting of CCP and its organizations.

A Fang (volunteer, Quit CCP centre):"I hope all officials
and citizens in China quit the evil CCP in their hearts.
It's fine to use a pen name or a pseudonym.
They can quit by themselves.
They can do it either online or write the quitting words
on a piece of cash and spend the money out.
Quitting in their hearts can bring them a better future,
to themselves as well as to their families."

Fang stressed that CCP officials and the public need
to know the entire evil truth and essence of the CCP.
They need to totally clean the CCP's pernicious influence,
and abandon all illusions they have about CCP.
They must quit CCP, its Youth League and Young Pioneers,
to protect themselves from becoming CCP's scapegoats.

Mr Li Hongzhi calligraphy to Singapore Falun Gong

Falun Gong practitioners in Singapore applied at the Registry of Trademarks & Patents in March 1996 to register the Falun Dafa Association. Falun Gong's founder Mr. Li Hongzhi visited Singapore on June 15, 1996 and stayed for a short time. He met with some practitioners, who told him they had already applied for registration as an official organization and were awaiting approval. Mr. Li wrote the inscription "Falun Buddha Society (Singapore)" in response to the practitioners' request.

Mr. Li visited Singapore again on July 28, 1996. He attended a conference to celebrate the founding of the Singapore Falun Dafa Association and presented a lecture. The lecture, "Teaching the Fa at the Conference in Singapore," was later published.

Responsibility For Persecution Dogs CCP Leaders

High-stakes power struggle seeks to avoid being held accountable

By Matthew Little
Epoch Times Staff

News Analysis

In succession battles in the Chinese Communist Party (CCP), leaders regularly seek to assure they will not be held accountable for the crimes committed on their watch. There has been no bigger crime on the CCP’s books since the Cultural Revolution than the persecution of Falun Gong, and the fear of being held responsible for that persecution is driving what may be one of the bitterest succession battles in the history of the CCP.

A 2009 cable from the U.S. Embassy in Beijing released by WikiLeaks states a principle that governs the struggles over succession that many China watchers have observed: “The central feature of leadership politics was the need to protect oneself and one’s family from attack after leaving office. Thus, current leaders carefully cultivated protégés who would defend their interests once they stepped down,” notes an unnamed source in the cable.

The jockeying for position that is a constant feature of CCP politics has intensified with the 18th Party Congress, due to be convened later this year. At that meeting a new head of the CCP—presumed to be Xi Jinping—will be introduced and the membership of the elite nine-member Standing Committee of the Politburo will be reshuffled. The people who run the Party will be locked into place until the next Party Congress, five years down the road.

At the center of the intrigues in the Party are Bo Xilai, the Party boss of the province-level city of Chongqing in central-western China, and Zhou Yongkang, who heads the powerful Central Political and Legislative Committee and oversees the 610 office, an extra-judicial Gestapo-like police force charged with eradicating the spiritual practice of Falun Gong.

Zhou Yongkang and Bo Xilai are both known to be part of a faction in the CCP loyal to former CCP head Jiang Zemin.

Bill Gertz of the website The Washington Free Beacon quotes a U.S. official to the effect that Zhou has become Bo’s protector. After Wang Lijun, the former head of the Chongqing Public Security Bureau under Bo Xilai, left the U.S. Consulate, he was detained by Beijing officials and was said to be eager to reveal all of Bo’s dealings in order to give Bo’s opponents in the CCP the ammunition they needed to justify bringing him down.

According to U.S. officials quoted by Gertz, “Zhou Yongkang, China’s most senior security official and a member of the Politburo Standing Committee, has taken charge of Chongqing from Bo Xilai. However, Zhou has not allowed Beijing security authorities to further investigate or arrest Bo.”

Promotion Through Persecution

The special relationship of Bo and Zhou rests to a great deal on the fact that each of them climbed rapidly in the Party’s hierarchy due to their enthusiastic implementation of Jiang’s policy of eradicating the Falun Gong spiritual practice.

Falun Gong (also known as Falun Dafa) involves practicing meditative exercises and living according to teachings based on the principles of truthfulness, compassion, and tolerance. After first being taught publicly in 1992, the practice spread very rapidly, so that by early 1999 an official in the state’s Sports Administration suggested 100 million people had taken up Falun Gong.

The number of people practicing—larger than the membership of the CCP, and the possibility that the Chinese people would find the teachings of Falun Gong more attractive than the doctrines of the CCP, scared Jiang Zemin, who in July 1999 ordered the campaign against Falun Gong.

Jiang did so despite a prevailing sentiment within the Standing Committee that Falun Gong practitioners were not a threat. Former Premier Zhu Rongji held a conciliatory stance toward the group, even as it came under assault. Previously, Zhu had praised how Falun Gong helped ease the regime’s health care costs.

With Jiang Zemin’s sponsorship, Zhou Yongkang rose from Party secretary in Sichuan Province to minister of public security, earning himself the nickname “the human rights killer” in the process. He presided over the Ministry of Public Security from 2002 to 2007, before ascending to his current post as director of Central Political and Legislative Committee.

Bo Xilai also rose due to his participation in the persecution, going rapidly from mayor of Dalian City, to governor of Liaoning Province, to minister of commerce, and, with Jiang’s and [Zhou’s] backing, was poised to become vice premier.

But the persecution, and the efforts by Falun Gong practitioners outside China to hold Bo accountable, made Bo vulnerable to challenge.

A 2007 U.S. diplomatic cable published by WikiLeaks revealed Premier Wen Jiabao defeated Bo’s promotion to vice premier largely because of a bevy of international lawsuits for crimes against humanity filed against him by practitioners. Wen argued that because Bo was being sued around the world for persecuting Falun Gong he could not be promoted to represent the Party.

Bo Xilai learned at the 2007 Party Congress that he would be demoted from minister of commerce and sent to take charge of the problem-prone Chongqing.

Controlling the Succession

Jiang rose to power by backing Deng Xiaoping’s wish to crack down on student protesters in Tiananmen Square. Because Jiang was implicated in the repression of the students, Deng could trust Jiang to be his successor. Jiang could not in the future use the massacre against Deng without implicating himself.

Similarly, Zhou Yongkang and Bo Xilai rose to power by backing Jiang’s campaign against Falun Gong. Now, as the 18th Party Congress looms, the key issue for Zhou, as he leaves the Standing Committee and his post as director of the Political and Legislative Committee, and for the retired Jiang, is to assure that they and their dependents will not be called to account for their crimes against Falun Gong.

The dissident website Boxun has reported that Wang Lijun told the U.S. Consulate in Chengdu of a coup attempt that Bo was planning.

Zhou Yongkang is said to have conspired with Bo to eventually oust Xi Jinping from the leadership of the CCP.

The alleged Zhou-Bo plot involved Zhou arranging for Bo to be appointed to the Standing Committee and to succeed him as director of the Political and Legislative Committee. From that perch, which controls all of the Chinese regime’s police forces, Bo would have the power to, at the right time, push Xi out.

Boxun’s reporting has received support from a U.S. official quoted by Bill Gertz, who speaks of Zhou and Bo’s opposition to Xi.

According to Gertz’s source, “Wang possessed invaluable knowledge of the current Chinese power struggle, and the efforts of the hard-liners like Zhou Yongkang and Bo Xilai to upset the smooth succession of Xi Jinping.”

Chinese Netizens Claim SARS Has Returned

Blog posts say several have already died

By Shen Yuqing
Epoch Times Staff

Netizens in China are raising the alarm about the return of a deadly illness—they say SARS is back in China, and Chinese officials cannot be trusted to keep people safe.

Posts on well-known blog sites such as Baidu, Tianya, and Weibo in mainland China and the Golden Forum in Hong Kong say that: hospitals in China are once again seeing SARS patients; several patients have died; and nearly 100 are quarantined.

SARS—the acronym stands for Severe Acute Respiratory Syndrome—appeared in 2003, infecting over 8000 people in 26 countries, and causing 774 deaths, according to an article in the New England Journal of Medicine, which describes SARS as the 21st century’s first pandemic.

According to the netizens’ posts, SARS has appeared in two spots in northeastern China: Baoding in Hebei Province and in Dalian City in Liaoning Province. Local residents in Baoding also told Epoch Times reporters that there were SARS cases in the area.

According to an article in CNA, the Taiwan news service, on Feb. 23 Taiwan’s Centers for Disease Control asked officials in Beijing to confirm whether SARS has reappeared. Later, the deputy director of Taiwans’ Centers for Disease Control, Zhou Zhihao, announced that China’s Department of Public Health denied there was another outbreak of SARS.

According to a netizen, Hong Kong officials were given the same answer.

Anderson Chen Xingchang posted a message on Sina blog: “Regarding the hearsay that the No. 252 Hospital in Baoding had found SARS patients recently, Hong Kong Department of Health has communicated with China’s Department of Health, and learned that the initial result indicated it was not SARS. Related departments in China will release the information later.”

In response to the official denials, netizens reminded each other of Beijing’s cover-up of SARS in 2003. One of them said, “Be on your guard! If you trust mainland China’s information channel, even if you trust 5 percent of it, you will die. Do you still remember what happened when SARS broke out years ago?”

Cover-up in 2003

On Nov. 16, 2002, the People’s Hospital of Heyuan, in southeastern China’s Guangdong Province. received a patient who was later identified to be the first SARS patient in the world. Several medical staff were infected in turn. However, Chinese officials denied that a deadly plague had been found.

Two and a half months later, SARS spread to the Guangzhou area. To ensure there was no civil unrest during the National Congress and People’s Political Consultative Conference--two important, annual meetings staged by the CCP, none of the major Chinese media reported on the situation.

In addition, Public Security attempted to arrest what it called “rumor mongers.” As a result, during the Chinese New Year travel rush, SARS spread rapidly to all parts of China.
By March 19, 2003, SARS had spread to Hong Kong and Beijing, and Shanxi, Hunan, Guangxi and Sichuan Provinces. Nonetheless, China’s officials claimed SARS was well under control in Beijing.

On April 2, the World Health Organization issued a travel warning, the first global alert against travel in its 55-year history, advising people not to travel to Guangdong or Hong Kong. Around this time the Minister of Public Health, Zhang Wenkang, announced: “It is safe to travel to China and come to China to work.”

After two failed attempts to get China’s media to report the truth, a Chinese doctor in People’s Liberation Army’s 301 Hospital, Dr. Jiang Yanyong, described the real situation to Time Magazine, which published his open letter on April 8, 2003.

Due to international pressure, Chinese authorities had to admit that they had lied about the epidemic of SARS. On one day, the official figure of identified patients in Beijing jumped from 37 to 339 cases, and kept rising until the epidemic ended.

Soon after that, Zhang Wenkang and Beijing’s deputy party head Meng Xuenong were dismissed from their respective posts, as scapegoats for the cover-up. China’s then chairman Jiang Zemin fled to Shanghai in an effort to avoid being infected.

The Epoch Times was onto this story early on, first reporting on SARS in February 2003. In March, when China’s state-run media tried to cover up the truth, and other Chinese media outlets outside China didn’t pay much attention to SARS, The Epoch Times produced more than 300 news articles about SARS, sending out a strong warning to people around the world.

Epoch Times Wins Defamation Lawsuit

By Matthew Little

Three Canadian judges have dismissed an appeal of a defamation lawsuit against the The Epoch Times with costs after Presse Chinoise owner Crescent Chau tried to sue the Epoch Times for articles alleging he was acting as an agent of the Chinese communist regime.

The Quebec Court of Appeal, in a unanimous judgment, dismissed Chau’s appeal of an earlier judgement against his lawsuit, vindicating the Montreal editions of the Epoch Times.

The judgment upholds the reasons Justice Catherine Mandeville gave at the Quebec Superior Court April 29, 2010 when she originally dismissed Chau’s case.

Chau sued the Epoch Times for defamation after the newspaper published articles connecting Chau’s efforts to demonize Falun Gong with the Chinese communist regime’s repression of the group.

The Court of Appeal agreed with Justice Mandeville that there was no reason to believe that an ordinary citizen would deem that Crescent Chau or his paper had been improperly defamed.

“The trial judge concluded that the articles specified are not an unfair attack to the reputation of the appellants [Chau and co.]. It is worth repeating that in those articles, the respondent [Epoch Times] claims that the appellants are agents of People’s Republic of China, and that they are funded by the latter to spread its ideology on Falun Gong,” reads the judgement.

“The fact that the respondent refers to the appellants as agents promoting the ideas of a government cannot be considered defamatory in those circumstances. All the more, Chau has declared several times that he shares the ideas of China about the movement in question.
“In view of the overall context of this public debate, this Court concludes that the litigious statements express legitimate concerns and constitute an opinion which is drawn from a factual premise and not made for the purpose of abusively attacking the reputation of Mr. Chau.”

In August 2006, Chau printed 100,000 copies of a special 32-page tabloid—without a single advertisement—and distributed it nationwide, for free.

The newspaper had no ads or typical news, only articles condemning Falun Gong, which is persecuted by the communist regime in Mainland China.

Les Presses Chinoises normally had a circulation of only 6,000 and was only distributed in Montreal with about 100 copies circulated in Ottawa.

Chen Yonglin, a former diplomat at the Chinese consulate in Sydney, Australia who defected to Australia, said in a visit to Canada in 2007 that Chinese spies and front organizations were widespread here.

“It is clear that the Les Presses Chinoises is cooperating with the Chinese embassy and consulate and has become the hatchet-man and propaganda tool for the Chinese Communist Party here,” Chen said.

“It is very likely that the printing costs were directly funded by the Chinese embassy and consulate—the contents seem to be mostly produced and provided by the CCP.”

Chau denied taking orders from the Chinese authorities. He portrays his opposition to Falun Gong as a personal “crusade.”

While Chau said he aspired to eliminate Falun Gong in Canada, he admitted he had not interviewed Falun Gong practitioners for the stories he published, and had not read Falun Gong’s teachings.

But according to other Chinese-language media in Montreal, the source of Chau’s first anti-Falun Gong articles, a woman named He Bing, had offered to pay “whatever it takes” to have her anti-Falun Gong articles published in Chinese-language press. Reliable sources told The Epoch Times that CSIS had investigated He and believed her to be a Chinese agent.

Several other Chinese papers reportedly turned her down before her articles appeared in Chau’s Les Presses Chinoises.

In her articles, which appeared first as paid ads, He Bing accused Falun Gong adherents of everything from sucking blood and bestiality to murder and suicide. She called Falun Gong practitioners “insane,” “stupid,” and “scatter-brained.”

University of Montreal professor David Ownby, an expert in popular Chinese religions who has studied Falun Gong, called the statements “unsubstantiated filth poured upon the page” and said he’d seen nothing to suggest any truth behind He’s accusations.

But Chau continued to publish such content even after two Quebec court orders told him to stop, and even called practitioners “enemies of the state” in some of the content.

In Feb. 2001, Chau published his first anti-Falun Gong special edition, which included a petition rallying the Chinese community to “unite” in “denouncing Falun Gong.”

He Bing returned to China and was paraded in Chinese state media as a hero in the regime’s attack on Falun Gong.

Chau, too, became a celebrity of sorts in the Mainland Chinese press. He attended conferences in China that promoted “information exchange and business cooperation” between overseas and mainland Chinese media. State media quoted Chau as saying the Chinese regime “should strengthen its connection to the overseas Chinese community.”

In August 2006, Chau published his first nationwide anti-Falun Gong paper, with copies circulated as far west as Vancouver.

His efforts did not go unnoticed. Within four days of the “special edition” hitting the streets, the website for the Mainland China-based People’s Daily, the official newspaper of the Chinese Communist Party, published a report praising Chau.

In the summer of 2007 Chau published a fourth instalment of his Truth Magazine in Toronto with a front page headline: “Will your Maple Card (Canadian residency card) expire?” Inside, the remaining 15 pages of the paper were devoted to attacking Falun Gong.

Banaras, India: Falun Gong Introduced at India’s Oldest Residential University

By a practitioner in India

(Clearwisdom.net) Falun Dafa was introduced during the International Seminar on Physical Education, Recreation, and Yogic sciences, held at Banaras Hindu University from January 19 to 21. A Falun Dafa practitioner, who was invited to participate, made a PowerPoint presentation focusing on the health benefits of Falun Dafa and concluded with a truth-clarification video. For three days, practitioners hosted a display of posters, banners, books, magazines, flyers, and other materials. A workshop was also conducted for students to begin learning the five sets of exercises. Many students and teachers from different parts of India and Mauritius attended. During the workshop, practitioners were invited to introduce the practice in other areas of India.

Banaras Hindu University (BHU), the oldest residential university in India, established in 1916, has a picturesque 1,400-acre campus housing 3 institutes. Banaras, one of the oldest cities in the world, besides being a cultural and religious centre in India, has remained from ancient times a great seat of learning.

Practitioners at the display table at the International Seminar
On February 5, the Academique, a discussion group from the Law School of BHU, invited a practitioner to take part in a human rights symposium to focus on the topic “The Persecution of the Falun Dafa Principles and Practice in China.” The session lasted around 3 hours. Three students each made a ten-minute presentation on the topic, followed by a PowerPoint presentation and talk by a Falun Dafa practitioner. The music video chronicling the July 20, 1999 start of the persecution by the Chinese Communist Party moved those in attendance, including the journalists who had come to cover the event. Five to six students shared their findings and impressions on the persecution of Falun Dafa in China.

It was indeed amazing and inspiring how students had worked within a short time to make solid presentations. Students and audience members asked several questions about the persecution, expressing their shock and empathizing with the practitioners being persecuted in China. The Dean of the Faculty of Law proposed a vote of thanks and gave a moving talk about human rights and the persecution of Falun Dafa in China. The following day, articles about Falun Dafa and the persecution were printed in at least 6 local newspapers in the local language, Hindi.
