[Minghui.org] Account of the Events that Led to the Death of Falun Dafa Practitioner Mr. Zhou Wuliang of Anhua County, Hunan Province in 2001

In late February of 2001, nearly all of the Falun Dafa practitioners from Anhua County were arrested and taken to the Anhua County Brainwashing Center, where they were illegally imprisoned and persecuted. It was during this period that Mr. Zhou was beaten to death by the police in the brainwashing center. 

(Clearwisdom.net) Falun Dafa practitioner Mr. Zhou Wuliang, from Xianxi Town, Anhua County, Hunan Province, was beaten to death by police in March 2001. I would like to contribute some additional information about his death. 

Mr. Zhou Wuliang, who was over 50 years old, was a farmer from Xianxi Town, Anhua County. He started to practice Falun Gong before 1998. Mr. Zhou was well liked and respected by the community. In late February of 2001, nearly all of the Falun Dafa practitioners from Anhua County were arrested and taken to the Anhua County Brainwashing Center, where they were illegally imprisoned and persecuted. It was during this period that Mr. Zhou was beaten to death by the police in the brainwashing center. 

That morning, after breakfast, the guards forced the practitioners to gather in the classroom. Meanwhile, someone had told Mr. Zhou Wuliang to move a brazier outside. The Anhua County Police Bureau Assistant Commissioner Jiang Zhihui was giving a speech in the classroom about the twisted Chinese Communist Party (CCP) ideology. Suddenly we heard a loud sound coming from outside the room. A person rushed inside and whispered something to Jiang Zhihui, who immediately left. Another person quickly closed the door and did not allow us to go outside to see what was going on. 

Everybody was anxious and did not know what was happening. We learned afterwards that Mr. Zhou Wuliang had been seriously injured, and was sent to the hospital for emergency rescue. 

When pressed for details about what happened, a staff member from the brainwashing center named Wu Manzhen took us to the scene. She pointed to the bulletin board from which strips of torn paper were hanging, and said angrily, “Look at what Zhou Wuliang did!” After that, she left, as if that justified everything. The posting on that bulletin board was slandering Dafa and Master Li. It was Mr. Zhou Wuliang who ripped off the poster, and he was then killed by the police. The police, however, claimed that Mr. Zhou Wuliang had committed suicide by jumping off the building. 

On the third day, the heads of the 610 Office Chen Yongsheng and Jiang Zhihui summoned everybody to a meeting. At the meeting they told us that they had been unsuccessful in resuscitating Mr. Zhou, and his family had taken his body home. 

At that point, the Dafa practitioners present made two requests. First, we requested that every eyewitness in the cafeteria or on the road should describe how Mr. Zhou had jumped off the building to his death, if their story was true. Second, a mourning place should be set up in the brainwashing center, and we should have a memorial service for Mr. Zhou. 

The answer from Jiang Zhihui was, “First, eyewitnesses are unnecessary, because the authorities will send people to inspect the scene shortly, and they will investigate the situation thoroughly. Second, the memorial service and mourning place are not permissible.” 

The so-called investigation from the authorities never happened. 

Later on, a staff member named Li said to us, “A big bump was there on top of Mr. Zhou Wuliang’s head. When I carried him into the vehicle, his nose was dripping dark blood. It dripped on my neck and ruined my clothes. At that time, Mr. Zhou had already lost consciousness, and he could not speak.” 

The heads of the 610 office Chen Yongsheng and Jiang Zhihui must take direct responsibility for this murder.

By the second day of her detainment, Ms. Huang was beaten to the point where she could not walk.

(Clearwisdom.net) Falun Dafa practitioner Ms. Huang Zhao from Qiaokou District, Wuhan City, Hubei Province, was tortured to death at around 3 a.m. on April 16, 2004. The responsible parties are the No.1 Police Station in Wuhan City and people from the Qiaokou District “610 Office” (1).

Ms. Huang Zhao’s family members and the Wuhan City No.1 Hospital, where she stayed at, are under strict monitoring. Everyone walking in and out of Ms. Huang’s residential building is questioned. Ms. Huang’s parents have been forced to stay in their home ever since they heard the tragic news of their daughter’s death on April 16.

Falun Dafa practitioner Ms. Huang Zhao was born in 1972. She was an employee of the Qiaokou District Grain Administration, and lived in the Shangzha Commune on Hanzhong Street in Qiaokou District, Wuhan City, Hubei Province.

Ms. Huang started practicing Falun Dafa in 1995. She went to Beijing to appeal for Falun Dafa in December 1999. In 2001, She was detained in the Wuhan City No.1 Detention Center because she produced Falun Dafa truth-clarifying materials. Because of the physical torture she was subjected to, she was let out on medical parole for two years. However, police and “610 Office” personnel continued harassing her even after she returned home. Her husband Liu Ning and she had to become destitute and homeless in order to avoid being arrested at home at the end of 2002.

Around 10:30 p.m. on April 1, 2004, police officers Jin Zhiping and Xiao from the Qiaokou District Station brought police to their rented home, took away their notebook computer and printer, among other things. The police did not show their IDs or any legal documentation. Her family went many times to request the release of Ms. Huang, but the police refused to tell them where Ms. Huang was detained.

By the second day of her detainment, Ms. Huang was beaten to the point where she could not walk. Three days after her arrest, she was taken to the No.1 Branch of Wuhan City Police (the city’s “610 Office”), and was brutally beaten because she refused to give in to their demands.

On the morning of April 16, police told Huang’s family that Ms. Huang had died in the Wuhan City No.3 Hospital at 3 a.m. We do not know exactly what kinds of torture she endured during these 15 days. Her husband Liu Ning was also severely tortured after he was abducted, and his body was extremely weak, so the police let his mother take him home. But when he tried to visit his mother-in-law, he was arrested again. He still does not know about his wife’s death.

Impresario of Hatred Taken Down in China

“They could not imagine it was all fabricated,” she said.

After the persecution started on July 20, 1999, all of the media in China began running articles attacking Falun Gong. Sometimes the media would simply make up stories out of whole cloth. At other times, it would claim Falun Gong was responsible for terrible things that really happened, but that had nothing to do with Falun Gong.

There must be a special circle of hell reserved for those who devote their lives to molding the souls of their countrymen so that they accept evil doctrines.
The Nazi propaganda minister Josef Goebbels knew how to use a big lie, repeated over and over, to inflame his countrymen with hatred for the Jews.
Leni Riefenstahl, a consummate filmmaker, understood the power of a sublime image to make fascism seem to be powerful and inevitable to the Germans.
Like Goebbels and Riefenstahl, Li Dongsheng, the man responsible for selling the persecution of the spiritual practice Falun Gong to the Chinese people, worked to make hatred respectable.
For the past 14 years, Li was first a deputy director and then director of the 610 Office, the extra-constitutional Party organ tasked with eradicating the Falun Gong (also known as Falun Dafa) practice.
He came to the 610 Office from China Central Television (CCTV), where he was deputy director from 1993 to 2000 and in charge of its prime-time Focus news magazine program.
When then-paramount leader Jiang Zemin created the 610 Office on June 10, 1999, in anticipation of launching the campaign against Falun Gong a little more than a month later, Li signed on as the deputy director in charge of propaganda.
Jiang felt this campaign was needed because he feared the popularity of Falun Gong and the power of its traditional moral teachings.
According to official figures, in 1999 more than 70 million people in China—more than the CCP’s membership—were practicing Falun Gong. Falun Gong practitioners say the true number was over 100 million.
Beyond the numbers, Jiang saw the content of Falun Gong as a threat. Falun Gong involves doing gentle, meditative exercises and living according to teachings based on the principles of truthfulness, compassion, and tolerance.
In a letter Jiang sent to members of the Politburo on the night of April 25, 1999, he cast the need for a campaign against Falun Gong in ideological terms: “Can the Marxism, materialism and atheism that our Communist Party members uphold not win the battle with what Falun Gong promotes? This is absolutely ridiculous!”
While Jiang saw a battle that needed to be waged, the practitioners of Falun Gong wanted only to tell people about their practice.

Political Campaign

Li Dongsheng’s job was to win Jiang Zemin’s ideological battle.
After the persecution started on July 20, 1999, all of the media in China began running articles attacking Falun Gong. Sometimes the media would simply make up stories out of whole cloth. At other times, it would claim Falun Gong was responsible for terrible thingsthat really happened, but that had nothing to do with Falun Gong.
For instance, if a psychotic murdered others, the media would claim he did this because of practicing Falun Gong. Falun Gong practitioners would investigate these stories and show they were false, but they didn’t have the giant bullhorn of the CCP’s media to get their message across.
Jim Li, a college student at Beijing University at the time, took up Falun Gong after immigrating to the United States, where he now teaches in a college.
“A lot of people knew about Falun Gong,” Li said about the situation in China when the persecution started. “Most people knew it was popular. It was considered to be something good.”
“Then suddenly there was a huge political campaign and a lot of propaganda,” Li said. “They didn’t know how to think about the conflicting information. A lot of people were puzzled. From their personal experience, they knew Falun Gong was good. But from what was said, they saw something suspicious was going on.”

Self-Immolations

On Jan. 23, 2001, things changed. Five people identified by CCTV as Falun Gong practitioners immolated themselves on Tiananmen Square. Within two hours, CCTV airedreports of the immolations and then continued airing reports.
This time, the CCP’s propaganda struck a nerve.
“News about the immolations appeared several times a day,” Jim Li said. “It was overwhelming. People saw graphic images and harsh language. They were bombarded with this.”
Jennifer Zeng was a Communist Party member and researcher for the State Council who had been arrested in April 2000 for her belief in Falun Gong. She was held in a labor camp when the immolations took place.
“After I was released from the labor camp, a few months after the immolations, I found there had been a profound change in people’s attitudes toward Falun Gong,” Zeng said. “At that time, I think a majority of the people were deceived by the reports.”
“There were so many shocking and vivid images—the burning bodies and the child crying, ‘Mom, Mom, Mom.’ [The CCTV video showed a close-up of the child’s burned face as she cried for her mother when she was loaded into an ambulance.]
“And they had a lot of follow-up pieces, like interviewing the 12-year-old girl in the hospital and people coming on the TV to criticize Falun Gong,” Zeng said.
“People believe what they see,” Zeng said. “This really turned all the public opinion against Falun Gong.”

Persecution

According to Jim Li, the immolations aroused hatred toward Falun Gong practitioners.
Terry Xu was an associate professor of civil engineering at the elite Tsinghua University in Beijing at the time of the immolations and is a Falun Gong practitioner who now teaches ina college in the United States.
“After the self-immolations were broadcast, people found Falun Gong to be something terrifying,” Xu said. “They believed people would harm themselves or kill themselves, [that] they would go insane because of this.”
“This was used as the main excuse by the law enforcement units, the labor camps, to arrest and brainwash practitioners,” Xu said. “The immolations seemed to show Falun Gong would harm people, so the policemen used this as a means to arrest practitioners.”
Jennifer Zeng experienced the effect of the immolation videos in the labor camp. From the beginning, the guards in the camp told the practitioners that when the guards mistreated them, it was for their own good. But after the immolations were aired, the guards had a good conscience about the way they abused practitioners, Zeng said.
“They could not imagine it was all fabricated,” she said.

A Staged Event

In July 2001, New Tang Dynasty Television (NTD) aired a documentary that took a careful look at the CCTV propaganda.
NTD showed how police were present on Tiananmen Square with fire extinguishers before the immolations took place, as though they were waiting for the immolations to happen.
While CCTV claimed the video of the event was confiscated from CNN, CNN denied this. The video clearly shows, though, a Chinese cameramen filming close-ups undisturbed bypolice—something unimaginable in China unless the cameraman is working with the police.
One of the immolators was shown “on fire” with a plastic Sprite bottle between his legs. The Sprite bottle was said to be full of gasoline, yet it did not explode and was neither melted nor blackened with soot. The immolator’s hair was also untouched by the flames that had supposedly engulfed him.
The child, Liu Siying, was interviewed in the hospital days after the immolations and after having had a tracheotomy, something surgeons say should have been impossible, as the child would not have been able to speak.
According to a report done by the Washington Post, none of the neighbors of the child’s mother had ever seen her practice Falun Gong. They did see her beat her child and her mother, actions contrary to Falun Gong teachings.

Li Dongsheng’s End

The immolation videos were the highpoint of Li Dongsheng’s efforts to make the Chinese people hate Falun Gong. According to a report by the World Organization to Investigate the Persecution of Falun Gong, the propaganda attacking Falun Gong proved so ineffective that after 2005, the regime mostly stopped using it.
Li was not only in charge of propaganda. His portfolio also included responsibility for brainwashing practitioners. In 2009, he was named director of the 610 Office, and then took command of the whole, massive effort to uproot Falun Gong from China.
During Li’s 14 years in the leadership of the 610 Office, the Falun Dafa Information Center has confirmed that over 3,700 Falun Gong practitioners have been killed by torture and abuse. The true number is believed to be much higher. In addition, tens of thousands are believed to have been murdered through the practice of forced organ harvesting.
Li’s career with the Chinese Communist Party is now over. On Dec. 20, the Party announced he was being investigated, which means he is now undergoing an abusive style of interrogation the Party reserves for its own.
The announcement of the investigation of Li only mentioned “serious crimes.” It did not suggest he was being punished for his work in persecuting Falun Gong. Several news stories have treated his arrest as part of the ongoing power struggle in Beijing.
“On the surface, this is because of a power struggle,” the engineering professor Xu said. “The Chinese have a saying that good will be rewarded with good, and evil with evil. Because the CCP fabricated these stories to demonize Falun Gong, Li Dongsheng is now suffering retribution. All of the others involved in these crimes will eventually also get what they deserve.”

High-Ranking Official Responsible For Persecuting Falun Gong Investigated in China

A single sentence posted on Dec. 20 to a Chinese regime website announced the investigation of a high-ranking official who has helped carry out the persecution of the spiritual practice of Falun Gong for the past 14 years. In doing so, the announcement for the first time acknowledged the Party organization that has directed this persecution.
The announcement on the website of the Central Commission for Discipline Inspection of the Chinese Communist Party listed Li Dongsheng as holding the offices of deputy director of the Leadership Team that handles Falun Gong, director of the 610 Office, and deputy party secretary and deputy minister of the Public Security Department, although the announcement used the formal titles for these offices, which do not mention the words “Falun Gong” or the commonly used name “610 Office.”
The Leadership Team and 610 Office are extrajudicial organizations and are operated secretly, according to a report on Li Dongsheng by the New York-based World Organization for Investigation of the Persecution of Falun Gong (WOIPFG). 
Mr. Xia Yiyang, the director of investigations for WOIPFG, said, “No formal, official organization and website in China has ever publicly acknowledged the existence of the agency [the Leadership Team], although some other media and websites mention the agency on occasion.”
The announcement not only acknowledged the existence of the Leadership Team but, by listing it first, focused attention on it, Xia pointed out.
“Since Li Dongsheng’s career in the past 14 years is mainly related to this secret organization, it [the investigation announcement] unveils the persecution [of Falun Gong] that has lasted 14 years,” Xia said.

Leadership Team

The Leadership Team was established in June 1999 by then-leader of the CCP Jiang Zemin.
The 610 Office, established on June 10, 1999, was formed specifically for handling the day-to-day operations of the Leadership Team in persecuting Falun Gong, the WOIPFG report says.
“The Leadership Team is not a legal organization. It’s an organization of the Party, and the persecution is a political movement raised by the Party,” Xia said.
Before setting up the Leadership Team and the 610 Office, Jiang set forth his reasons for persecuting Falun Gong (also known as Falun Dafa), in a letter he circulated to the Politburo on the night of April 25, 1999.
Jiang emphasized how many people were practicing Falun Gong—at that time official state figures showed 70 million had taken up the practice, more than the Communist Party. Practitioners say more than 100 million, or 1 in 12 Chinese, were practicing.
Jiang feared that a group not under the control of the CCP had grown so popular, and he feared the moral teachings of Falun Gong might prove more attractive to the Chinese people than the CCP’s atheistic ideology.

Li Dongsheng’s Role

Li Dongsheng was there to help carry out Jiang’s campaign from the very beginning.
He was named the deputy director of 610 Office in charge of anti-Falun Gong propaganda. At that time, he was also the deputy director of China Central Television (CCTV), a post he held from 1993 to 2000.
The CCTV program “Focus” that Li was in charge of produced 102 episodes of anti-Falun Gong programs from 1999 to 2005, with 70 of the episodes produced during the 5 months’ time from July to December 1999, the WOIPFG report says.
One of the videos aired on the CCTV claimed to show five Falun Gong practitioners self-immolating on Tiananmen Square in January of 2001. CCTV began playing the video almost immediately night and day, and it profoundly affected how the Chinese people viewed Falun Gong, causing large numbers for a time to support the Party’s campaign against the practice.
After media outside China had a chance to analyze the video, it was deemed a fraud. The award-winning documentary “False Fire” went through the video frame by frame showing problems with it and also cited criticisms of it published in the Washington Post, National Review, and other media outlets. 
In 2009, Li was promoted to be the director of 610 Office and also became the deputy party secretary and deputy minister in the Public Security Department. In these positions, Li took responsibility for driving forward the persecution of Falun Gong.
In 2010, the CCP announced a three-year campaign to brainwash all Falun Gong practitioners in China, which was followed by a sequel, the “Final Battle” campaign, which runs from 2013-2015.
According to the Falun Dafa Information Center, during the persecution at any one time hundreds of thousands of Falun Gong practitioners have been detained, suffering brainwashing, torture, and abuse.
The Center has confirmed that 3,731 practitioners have died from torture and abuse, although the actual number is believed to be far higher. In addition, tens of thousands of practitioners are believed to have been murdered through having their organs harvested for use in transplantation.

Investigating Li

The announcement on Dec. 20 is by any account big news. Li is the second Central Committee member, along with oil industry head Jiang Jiemin, to be investigated since the 18th Party Congress in November 2012.
Like Jiang Jiemin, Li is closely tied to the former domestic security czar Zhou Yongkang, who is also now under investigation, and to the faction of former party head Jiang Zemin.
The short announcement stated that Li Dongsheng was being investigated for “serious violations of law,” but didn’t give any hint as to what those violations might be.
“Putting Li Dongsheng’s identity as deputy head of the Leadership Team and director of the [610] Office in front of other titles intimates that his serious violation of discipline is directly related to this identity,” according to the investigator Yiyang Xia.
The announcement may also be delivering a broader message.
“The current leadership might have second thoughts about the persecution of Falun Gong. At least it doesn’t want to take the responsibility for the crimes that the Jiang Zemin regime has committed,” Xia said.
Xia said that the people involved in the persecution are tired after 14 years, and it’s not easy to find individuals willing to continue the persecution actively like the former CCP officials who started it, such as Luo Gan, Zhou Yongkang, Bo Xilai, Liu Jing, and Li Dongsheng.
“The persecution of Falun Gong needs individuals who are ruthless and active. But it’s not easy to find people like that even in the evil [CCP] system” Xia said. “Without anyone to take over the persecution, it’s very difficult to keep the persecution as it was.”
The impact of Li’s fall is unsure, but the people involved in the persecution of Falun Gong have lost another official who would back them up. Xia said, “There is no political security any more for people who are still involved in the persecution.”
