Chinese Regime's Definition of Terrorism Sparks Concern

The Chinese regime has, for the first time, defined terrorism this week. It appeared in a bill aimed at bolstering anti-terrorism efforts. But critics say the term “terrorist activity” has been defined too broadly, and may be used against dissidents.

The Standing Committee of the National People’s Congress, or the regime’s legislature, examined the draft anti-terrorism bill during its bi-monthly meeting this week. Authorities say the measures will ensure national security and social stability.

State-run Xinhua News Agency reported these acts include those “Intended to induce public fear or to coerce state organs or international organizations by means of violence, sabotage, threats or other tactics…The acts would cause or intend to cause severe harm to society by resulting in casualties, major economic loss…or disturbing social order.”

By including behavior other than violence, and results like “disturbing social order,” critics say the Chinese regime has given terrorist acts a much broader scope than international conventions.

“We do not agree with the definition. First it’s broadened the reach. Terrorist acts and terrorist groups are those who have used violence to bring fear to the society and endangered the interests of the public. It doesn’t include acts against the government or state organs – the public has the right to oppose their government and those in power.”

Constitutional scholar Chen Yongmiao believes the regime is looking to secure its own power through this proposed bill.

“Including the recently amended Criminal Law, or Personal ID law, it’s quite clear the country is moving towards a police state. This anti-terror law will be expanded to be like previous anti-right movements. Dissidents and rights activists will become targets of anti-terror efforts. The regime’s focus is to secure its power, securing the power for the Communist Party.”

Under the draft bill, the Chinese regime will compile and publish a list of terror organizations and terrorists. Those identified will see their funds and assets frozen.

The NPC will vote on the anti-terror draft this Saturday, according to Xinhua.
