[Minghui.org] New List of Perpetrators Submitted to 44 Governments Before Human Rights Day

Any human rights violation that targets innocent Falun Gong practitioners is a criminal act. Those who have participated in this will be pursued and held accountable. The perpetrators should be warned not to take chances, since it is only a matter of time before they will be included on the lists of those sanctioned in democratic countries.

(Minghui.org) Twenty-four years after the Chinese Communist Party (CCP) began persecuting Falun Gong in 1999, practitioners from 44 countries recently submitted a new list of perpetrators to their respective governments in advance of Human Rights Day, December 10, 2023, urging them to hold these individuals accountable for the persecution of Falun Gong in China. The practitioners asked their governments to bar the perpetrators and their family members from entry and to freeze their overseas assets.

These 44 countries include:

* The Five Eyes Alliance, namely, the United States, Canada, the United Kingdom, Australia, and New Zealand; and* All 27 countries in the European Union, including Germany, France, Italy, Spain, the Netherlands, Poland, Sweden, Belgium, Ireland, Austria, Denmark, Romania, Czech Republic, Finland, Portugal, Greece, Hungary, Slovakia, Bulgaria, Luxembourg, Croatia, Lithuania, Slovenia, Latvia, Estonia, Cyprus, and Malta; and* 12 countries in Asia, Europe, and the Americas, including Japan, South Korea, Indonesia, Switzerland, Norway, Liechtenstein, Israel, Mexico, Argentina, Colombia, Chile, and the Dominican Republic.

The list of names will be submitted after the transition between the old and new governments of Portugal and Argentina.

Every perpetrator on the latest list has participated in the persecution of Falun Gong in China. All information on the criminal activities of these perpetrators was compiled based on reports from the Minghui website. U.S. State Department officials remarked several years ago that information provided by Falun Gong practitioners in the past was solid and credible, the presentation of which serves as a template for other organizations. The annual human rights reports and annual reports on international religious freedom published by the U.S. government have directly cited statistics from Minghui.org (such as the number of deaths due to the persecution and the number of practitioners who were sentenced and detained), as well as information about individual cases.

Similar to previous submitted lists, the new perpetrators’ list includes CCP officials at various levels of government and from a number of professions across regions who have played a variety of roles in the suppression. The following are several examples:

* Zhang Gaoli (张高丽): Former deputy secretary of the Guangdong Provincial Party Committee, secretary of the Shenzhen Party Committee, governor of Shandong Province, secretary of the Shandong Provincial Party Committee, secretary of the Tianjin Party Committee, member of the Standing Committee of the CCP Central Committee, and vice premier of the State Council.

* Jing Junhai (景俊海): Secretary of the Jilin Provincial Party Committee, director of the Standing Committee of the Provincial People’s Congress, former deputy secretary of the Jilin Provincial Party Committee, vice governor, acting governor, governor, secretary of the Party Leadership Group of the Provincial Government, former vice governor of Shaanxi Province, former Shaanxi Provincial Propaganda Department chief, former deputy director of the Central Propaganda Department.

* Chen Run’er (陈润儿): Deputy chairman of the Agriculture and Rural Affairs Committee of the National People’s Congress, former secretary of the Ningxia Party Committee, former governor and deputy secretary of the Henan Provincial Party Committee, deputy secretary of the Heilongjiang Provincial Party Committee, and director of the Office of the Heilongjiang Provincial Comprehensive Social Security Management Committee, former member of the Standing Committee of the Hunan Provincial Party Committee, secretary of the Changsha Party Committee, former deputy secretary of the Xiangtan Party Committee, acting mayor and mayor of Xiangtan City, and secretary of the Xiangtan Party Committee.

* Li Yi (李毅): Vice governor of Heilongjiang Provincial Government, member of the Party Leadership Group, secretary of the Party Committee, and director of the Provincial Public Security Department.

* Yin Yijun (尹伊君): Secretary of the Party Leadership Group of Jilin Procuratorate, chief prosecutor, member of the Political and Legal Affairs Committee (PLAC) of the Provincial Committee, second-level prosecutor, former director of the Third Procuratorate of the Supreme Procuratorate, and former deputy director of the Political Department of the Supreme Procuratorate.

* Feng Shaohui (冯韶慧): Party secretary and director of the Hebei Department of Justice, first secretary and first political commissar of the Party Committee of the Provincial Prison Administration Bureau, former secretary and mayor of the Langfang Party Committee, former deputy secretary of the Langfang Party Committee, vice mayor, and principal of the Party School.

* Shang Xiaoyun (商小云): Deputy secretary of the Yunnan Provincial PLAC, first political commissar of the Provincial Prison Administration Bureau, deputy director of the Social and Legal Affairs Committee of the Special Committees of the 13th Yunnan Provincial Committee of the CPPCC, former Party secretary and director of the Yunnan Provincial Department of Justice, former deputy secretary-general of the Chuxiong Party Committee, director of the Chuxiong Party Committee Office, former secretary of the Dayao County Party Committee, former member of the Standing Committee of the Nujiang Party Committee, and director of Organization Department.

* Wang Xingyu (王兴于): Vice chairman of the CPPCC Hubei Provincial Committee, deputy secretary-general of the Provincial Party Committee, director of the General Office of the Provincial Party Committee, former full-time deputy secretary of the Hubei PLAC, director of the Office of the Provincial Social Management Comprehensive Management Committee, former director and Party Leadership Group of the Hubei Provincial Bureau of Quality and Technical Supervision Secretary, former deputy secretary of the Yichang Party Committee and secretary of the Yichang PLAC.

* Wang Huimei (王慧梅): Former vice chairman, secretary-general and legal representative of the “China Anti-Cult Association,” former executive deputy secretary-general of the “China Anti-Cult Association,” deputy director of the China Association for Science and Technology and its deputy director of the Organization and Human Resources Department.

* Wu Guoqing (吴国庆): Director of the Domestic Security Bureau of the Jilin Provincial Public Security Department, first-level police commissioner of the Provincial Public Security Department, former deputy director of the Domestic Security Bureau of the Jilin Provincial Public Security Department, former director of the Fourth Division and First Division of the Domestic Security Bureau of the Provincial Public Security Department.

* Wang Xinhua (王新华): Captain of the “Anti-Cult Unit” of the Yunnan Provincial Public Security Department, former deputy director of the Provincial Office for Preventing and Handling Cult Issues (610 Office), former director of the Yunnan Provincial Party Committee Leading Group Office for Preventing and Handling Cult Issues, and General Office of the Provincial Government Office for Preventing and Handling Cult Issues, former deputy secretary-general of the Standing Committee of the People’s Congress of Chuxiong in Yunnan Province, former deputy secretary-general and office director of the Chuxiong CPPCC, former deputy secretary of the Shuangbai County Party Committee and secretary of the Shuangbai PLAC.

* Zhang Wenge (张文阁): Deputy mayor of the Langfang and director of the Municipal Public Security Bureau of Langfang City, Hebei Province, former member of the Party Leadership Group and deputy mayor of the Cangzhou Municipal Government of Hebei Province, former director of the Cangzhou City Public Security Bureau, former captain of the Domestic Security Corps of the Hebei Provincial Public Security Department, former political commissar of the Domestic Security Corps of the Hebei Provincial Public Security Department.

* Xue Shiqian (薛世谦): Captain of the “Anti-Cult Corps” of the Heilongjiang Provincial Public Security Department and former deputy captain of the Economic Investigation Corps of the Heilongjiang Provincial Public Security Department.

* Feng Guang (封光): Director of the Procurator Division One of the Ranghulu Procuratorate in Daqing City, Heilongjiang Province.

Twenty-four years is a long time, and the CCP leadership has changed three times since the suppression started in China. The current CCP leader, Xi Jinping, has been in power for over ten years. But similar to his predecessor Hu Jintao, the CCP has continued the persecution policy aimed at Falun Gong which was institutionalized by former CCP leader Jiang Zemin. As shown on the list above, some officials were promoted along with their participation in the persecution, from county officer to provincial officer, and from city officer to a national-level officer. The deeper their involvement in the persecution, however, the more accountability and consequences they may face for these severe human rights violations.

The Universal Declaration of Human Rights was adopted by the United Nations in 1948. Before the 75th anniversary, U.S. Secretary of State Antony Blinken had a meeting with human rights leaders on December 7. “Seventy-five years ago, …Delegates from around the world defined the rights in the Universal Declaration. And in a sense more than a declaration, it was a commitment, a commitment to actually promote human rights, to prevent violations, to defend victims, to hold perpetrators accountable. That is at the heart of what the world came together to agree to,” he said.

“So I just want to say to each and every one of you representing so many of your colleagues, we’re grateful for the work that you do – the truly courageous work that you do – because you have so many people in areas of conflict doing the work, doing the reporting, bringing out the facts, bringing out the truth.”

Wang Zhendi, a kidney transplant expert at the Wuhan Union Hospital, was arrested in the U.S. in August 2023 on a money-laundering charge. According to the World Organization to Investigate the Persecution of Falun Gong, the Wuhan Union Hospital is one of the largest kidney transplant centers in South Central China, and a national heart transplant center with a large volume of transplants. Wang’s kidney transplant team has been performing kidney transplantation for many years.

Despite the Chinese Communist Party doing everything it can to cover up its organ harvesting crimes, those who are involved in these heinous crimes will eventually be brought to justice. Those who are still carrying out these crimes should immediately stop.

The UN Human Rights Council performs the Universal Periodic Review (UPR) as a mechanism to monitor the human rights situation. Following previous reviews in 2009, 2013, and 2018, another review will be carried out for China next year. Some government officials in Western countries have interviewed Falun Gong practitioners and discussed raising the 24-year-long persecution of Falun Gong in the next review.

Any human rights violation that targets innocent Falun Gong practitioners is a criminal act. Those who have participated in this will be pursued and held accountable. The perpetrators should be warned not to take chances, since it is only a matter of time before they will be included on the lists of those sanctioned in democratic countries. We hope Chinese officials keep this in mind and stop following the CCP’s policy of persecuting Falun Gong. If they don’t, they may lose opportunities for themselves and their family members to travel, study, conduct business, or settle down in those countries. Those who have not participated in the persecution should avoid doing so, while those who have participated should make up for the losses they have caused to Falun Gong practitioners.

In this battle between good and evil, every individual’s conscience will be tested, and their choices will determine their future. The perpetrators, including individuals in law enforcement, prosecutors, judges, and detention facility guards, have the responsibility to protect and uphold justice for the innocent. However, under the directive of the 610 Office, they have been following the persecution policy to harm innocent Chinese citizens. When the day comes that the CCP is held accountable for its crimes against Falun Gong practitioners, they will be brought to justice.
