Speculation about the political futures of Chongqing Party Secretary Bo Xilai and his deputy mayor Wang Lijun have put them in the international spotlight. It follows rumors that Wang sought asylum at a US consulate last Monday. While some Western media have called the pair crusaders against crime—many Chinese have a different perspective.

[Professor Zhang Tianliang, NTD Senior China Analyst]:
“There is a gap between how Westerners and Chinese people perceive Bo Xilai because the voice of Chinese people cannot be heard.”

Before they arrived in Chongqing, both Bo and Wang advanced their political careers by persecuting people who practiced Falun Gong. It’s a spiritual practice that was banned in China in 1999 by then-Chinese leader Jiang Zemin.

[Professor Zhang Tianliang, NTD Senior China Analyst]:
“The largest campaign that Jiang launched was the persecution of Falun Gong. So Bo was trying his best to please Jiang. He did a lot of unspeakable crimes in Dalian and also in Liaoning Province.”

Bo Xilai was once governor of Liaoning Province, one of the places where the persecution of Falun Gong was most severe. As governor, he oversaw some of the country’s most notorious labor camps, like Masanjia and Sujiatun. At places like these, at least 90 prisoners of conscience were confirmed to have been beaten or tortured to death during Bo’s tenure as governor.

Because of this, Bo was served with lawsuits whenever he traveled overseas.

“Wherever he went, Falun Gong practitioners filed lawsuits against him. So, he was sued in the United States, in America, in Switzerland, in Germany, New Zealand, Australia—more than 10 countries.”

Those lawsuits charged Bo with serious human rights abuses like torture, genocide and crimes against humanity. And they were a major source of embarrassment for the Chinese Communist Party.

According to a US diplomatic cable leaked by WikiLeaks, Chinese Premier Wen Jiabao felt Bo Xilai was not fit for a promotion because of all the bad press he was getting internationally. So they sent Bo out west to Chongqing.

While serving under Bo Xilai in Liaoning Province, Wang Lijun was also heavily involved in persecuting Falun Gong. In 2002, Wang was head of the Jinzhou Public Security Bureau. At that time, he spearheaded the forced harvesting of organs from these prisoners of conscience in his area.

Years later, a former Jinzhou police officer told a human rights group that he saw surgeons cut into a fully awake woman and remove her heart, kidneys, and other organs.

[Former Jinzhou Public Security Officer]:
“No anesthetics were used. They cut her chest with a knife, with their hands not even shaking…they put on their surgical masks and cut directly. At that time, we (armed policemen) were standing on guard with a gun each in our hands.”

It’s impossible to find data on how many people in Jinzhou were killed in this way. But one thing is clear: Wang himself issued the order to eradicate Falun Gong in Jinzhou.

“At that time, Wang Lijun, now the chief of the Chongqing Public Security Bureau, gave us the order, ‘must eradicate all.’”
