China’s Research Center Implicated in Live Organ Harvesting and Human Experimentation on Falun Gong Practitioners

Since the Chinese Communist regime began the repression of Falun Gong practitioners on July 20, 1999, it is believed that former police chief Wang Lijun had been actively involved in the persecution. In districts under his jurisdiction, there were large numbers of severe persecution cases, especially between May 2003 and June 2008, when Wang was the Chief of Police for Jinzhou City, as well as the director of the Public Security Bureau’s On-Site Psychology Research Center (OSPRC). He is suspected to have played a major role in harvesting organs from live Falun Gong practitioners.
Wang Lijun Founded the On-Site Psychology Research Center on the Subject of Human Organ Transplant, and actively participated in Human Organ Transplant
Wang Lijun was born in December 1959.  He is a native of Arxan City, Inner Mongolia. Wang joined the Chinese Communist Party in December 1987. From May 2003 to June 2008, Wang was the chief and Chinese Communist Party (CCP) Secretary of Public Security Bureau Public Security Bureau of Jinzhou City, Liaoning Province, and Deputy Mayor of Jinzhou City. Within one year as a chief at Public Security Bureau Public Security Bureau of Jinzhou, he founded the On-Site Psychology Research Center of the Public Security Bureau Public Security Bureau of Jin Zhou, and initiated research on human organ transplant. Although he took the post as the director of this research center, based on his resume on China’s official website 1, he did not have any training in this field. This Research Center was set up within the building of the Public Security Bureau of Jinzhou, which is across the street from the South entrance of Guta Park, Jinzhou City 2.
On December 21, 2004, Chinese communist mouthpiece, China Central Television (CCTV), claimed in an interview that, “the On-Site Psychology Research Center of Public Security Bureau of Jinzhou is the only research institution for the subject of on-site psychology in China’s police system.” 3 Wang Lijun himself described it as follows: “For a veteran policeman, to see someone executed and within minutes to see the transformation in which this person’s life was extended in the bodies of several other people, it was soul-stirring.” Apparently, the words “On-Site” could also be taken to mean the site of human organ transplantation.
At the award ceremony for the “Guanghua Innovation Special Contribution Award,”(more details will follow) Wang mentioned in his acceptance speech that secretary-general Ren Jinyang, and staff from the China Guanghua Science and Technology Foundation had, “traveled to our research center many times for mutual exchange.” He also stated that, “Jinyang and his staff were right there at the transplant scene, the very spot of anatomization, the very spot of organ transplantation into the organ recipient…” 4
According to China’s Ministry of Commerce website, the OSPRC obtained technological support from over ten universities including China Criminal Police College, Beijing Institute of Technology, Dongbei University of Finance and Economics, and China Medical University, and dedicates itself to the research of on-site psychology and on-site techniques. It also has collaboration and scholar exchange programs with over ten foreign universities in the U.S., Japan, Italy, Norway and Sweden. OSPRC has also achieved the free sharing of information and resource with related institutions in over 70 countries. 5
The Research Center had “Accomplishments” in Organ Transplant Research
Wang Lijun and his OSPRC received awards for two “outstanding accomplishments” on September 17, 2006. One of them is the “Research on Organ Transplantation from Donors Who Have Been Subjected to Drug Injection (Translator note: from the context, it’s actually the execution by lethal injection).” 6,  This research project received the Guanghua Innovation Special Contribution Award from the China Guanghua Science and Technology Foundation 7, and received a research grant of 2 million yuan. 8
According to the Liaoshen Evening News, on June 9, 2005, at 5 a.m., a reporter arrived at Cuijiatun, Jinzhou’s Economy and Technology Development Center, OSPRC’s chosen research site on that particular day, where he witnessed the entire process of “executing a death penalty criminal by injection method.” The reporter revealed that the execution site was crowded with experts, making it look like a scientific research lab.  Researchers from OSPRC later told the reporter that the data collected here would, “contribute greatly to the research on subjects like the dying process of the criminal, the physiological changes before and after the injection into a healthy person, the residual toxin in different organs after the injection of the toxin, psychological changes of a person facing death, organ transplant after the injection, on-site rescue from the toxin effect…” 9
Based on our investigation, several outside research groups participated in the research of “Organ Transplantation from Donors Who Have Been Subjected to Drug Injection,” a project under Wang’s supervision, including Beijing University, China Medical University, Jinzhou Medical University and the 205 Hospital of People’s Liberation Army (PLA). 10 (See photo below)
On September 17, 2006, Ren Jinyang, the secretary-general of the China Guanghua Science and Technology gave a speech at the award ceremony for the Guanghua Innovation Special Contribution Award. In his speech, he said, “Professor Wang Lijun and the Research Center conducted basic research and clinic trials to study how to resolve the challenging issue, which is, the organ transplant recipients are generally not very receptive to organs injected with drugs. They have created a brand new protective fluid, which is used to provide a perfusion treatment for liver and kidney previously subjected to drugs. After animal tests, in vitro experiments and clinical trials, they have achieved an important milestone where the recipient’s body is able to accept the liver and kidney after such a treatment.” 11
Wang Lijun is also the project leader for “Key Research Project of Trauma-Free Anatomy in the Asia-Pacific Region.” 12 Institute of Forensic Medicine at University of Bern, Switzerland,  Medical University of Graz, Austria, China Medical University, Jinzhou Medical University and the 205 Hospital of PLA all have researchers participating in this project. 13
Wang Lijun is the project lead for Trauma-Free Anatomy Research. 14Wang moved from Liaoning Province to Chongqing in June 2008. He instructed the Public Security Bureau of Chongqing to fasten its steps in the application of trauma-free anatomy. 15
Suspicious Sources of Organ Donors
At the award ceremony of “Guanghua Innovation Special Contribution Award”, Wang said in his acceptance speech, “The so-called ‘on-site research’ is the result of several thousand intensive on-site cases; it is the result of the painstaking effort from so many of us… secretary-general of China Guanghua Science and Technology Foundation Jinyang and his staff were right there at the transplant scene, the  very spot of anatomization, the very spot of organ transplantation into the organ recipient.” 16
That is to say, within two short years of its founding, the OSPRC became the “scene” for several thousand organ transplant operations.
According to data from Amnesty International, between 2000 and 2005, the number of executed death penalty recipients in China, on average, was 1,616 people every year 17.  In addition, with the restriction of tissue type matching, cold ischemia time, regional and timing restrictions of the execution, at most only 30% of the dead criminals could have been donors for organ transplantation.
According to the data from China’s official transplantation website, (transplantation.org.cn), in 2003, no Chinese citizen was willing to donate organs after death. With much effort, by 2006, only 22 families agreed to donate the organs of deceased family members. 18 Even if we add up the number of death penalty recipients and willing donors, the numbers remained very limited.
This fact therefore begs the question: Where did the several thousand organ donors come from for the OSPRC?
Wang Lijun Issued Orders to Kill All Falun Gong Practitioners
Between 2003 and 2006, the number of transplantation in China was on the rise significantly, and reached its peak. Nationwide, the number of transplants was between 10,000 and 20,000 every year.
According to globalrescue.hopto.org, a website dedicated to rescuing Falun Gong practitioners in detention, Jinzhou is one of the places where the persecution is most severe. After Wang took his post as chief of Public Security Bureau of Jinzhou in May 2003, a large number of Falun Gong practitioners were abducted. As of today, many of them are still missing. 19 In his research center alone, there had been several thousand transplantation operations. Wang’s organization, the OSPRC is suspected as a major player involved in live organ harvesting and human experimentations on Falun Gong practitioners.
The following is the script of a phone conversation on May 22, 2006, when a WOIPFG investigator contacted the judicial organizations under Wang Lijun’s supervision.

I: I probably need five minutes of your time. The thing is, do you have young and healthy live
donors, such as those who practice Falun Gong?

A: Now we have divided the tasks among us. Death cases are now handled by the First Division of Criminal Law.
I: Ah. So what about what I just said, young and live (donors) who practice Falun Gong? They don’t have to be death criminals. I am talking about people who practice Falun Gong, who are relatively healthy.
A: Falun Gong, our court also assigned their cases to the First Division of Criminal Law.

I: I only know that since 2001, we have been obtaining kidney donors from courts and detention centers, from those donors who are young and healthy and practice Falun Gong. Now there are fewer such donors.
A: Mmm, Mmm.
I: So we don’t know if your court is still able to provide such donors.
A: That depends on your situation, and we also have to discuss with our superiors. If everything is in good terms, we might be able to provide it.
I: Is that right?
A: Yes. It depends on your situation.

In 2009, WOIPFG published testimony by a person who said hewitnessed live organ harvesting from Falun Gong practitioners. This person was a policeman working under Wang Lijun at that time. It is known previously, that Wang had issued an order to all his policemen, that with regard to Falun Gong, “we must arrest them all and kill them all.” 20
This witness himself claimed to have participated in the arrest of several Falun Gong practitioners, and had tortured Falun Gong practitioners many times to extort confessions.
A New Form of Evil on This Planet
In 2006, David Matas, a human rights lawyer in Canada, and David Kilgour, former Canadian MP and human rights activist, agreed to launch an independent investigation into the persecution of Falun Gong by Chinese communist regime, when approached by Coalition to Investigate the Persecution of Falun Gong in China (CIPFG). They published three investigative reports between 2006 and 2009. Their book, Bloody Harvest: Organ Harvesting of Falun Gong Practitioners in China was based on the third edition of one of the investigative reports. Through 52 different kinds of evidence, they confirmed the existence of live organ harvesting of Falun Gong practitioners by Chinese communist regime. As David Matas put it, this is “a new form of evil on this planet.”
