China’s Labour Camps and Reform: What Rape Victim Case Tells Us

It was a case that caused outrage throughout China. Last August, a woman named Tang Hui was sentenced to 1.5 years in a labor camp. Her crime? Petitioning local officials repeatedly to increase the punishment of 7 men who had raped and forced her 11-year-old daughter into prostitution.
Tang only served 8 days of her sentence, after her case became public. 
Last week, Tang tried to get compensation and an apology from local officials, but was denied. They said there was nothing wrong with her labor camp sentence. At the same time, the Party has announced that they are reforming the labor camp system. But what does Tang’s case say about reality of labor camp reform?
